Abstract:
The word “synoptic” means presenting a general view of the whole. The current manatee synoptic survey is a count of manatees over a broad area. The Florida Fish and Wildlife Conservation Commission (FWC) uses these surveys to obtain a general count of manatees statewide. The FWC coordinates an interagency team that conducts the synoptic surveys from one to three times each year (weather permitting). The synoptic surveys are conducted in winter and cover all of the known wintering habitats of manatees in Florida. The survey is conducted to meet Florida state statute 370.12 (4), which requires an annual, impartial, scientific benchmark census of the manatee population. From 1991 through 2019, the counts have been conducted 33 times. These statewide, interagency surveys are currently conducted during the coldest weather of the year (January through March) when manatees move to warm-water sites, such as natural springs, thermal discharges from power and industrial plants, and deep canals. The ideal conditions for the current synoptic survey are cool weather, following a prolonged period of cold weather (usually following multiple cold fronts), low winds, and bright sunshine. Weather conditions and manatee behavior during the survey have a large effect on the synoptic counts. For that reason, the counts are used as indicators of relative abundance within a year and are not suitable for assessing long-term population trends. Counts can vary depending on whether it is warm or cold, sunny or cloudy, calm or windy. Manatees are more easily counted a few days after a cold front when it is slightly warmer, clear, and windless. A warming trend with sunny, windless conditions following cold weather increases the likelihood that manatees will be resting at the water's surface, where observers can easily spot them.

QA/QC complete. In 2010, extensive QA/QC was conducted on the data, specifically targeting the county, city, coast, subpop, date and agency fields. In 2011, additional QA/QC of historic data included changes to the city, behavior and direction fields. On 14 June 2012, sighting #1331 from the 2010 synoptic survey was updated to 178 adults and 34 calves (212 animals) because a calf was not included in the original count. This change brought the total count for the 2010 survey to 5,077. In 2014, dolphin and sea turtle sightings were added to the in-house dataset. Additionally, extensive QA/QC was conducted on the data. --1991: The series numbers assigned to all of the sightings in each area do not conform to the prefixes that were used in subsequent surveys. --1992, 1995-2005, 2007: The series numbers assigned to Collier and Monroe (Everglades) Counties were inconsistent (2000s and 2100s, respectively). --1995: The series numbers assigned to Palm Beach and Broward Counties were inconsistent. The prefixes were interchanged between the two regions as the 900s and 1000s. --1995: The series numbers assigned to the Manatee/Sarasota survey were inconsistent (1700s). --1995-1997, 1999, 2003: The series numbers assigned to the Wakulla Spring survey were inconsistent (1300s). --1995, 1999-2003, 2005: The series numbers assigned to Lee County were inconsistent (1900s or 1600s). --2002: The series numbers assigned to Duval (ICW) County were inconsistent (300s). --2003: The series numbers assigned to Palm Beach County were inconsistent (700s). --2011: There were over 100 groups of manatees sighted in the following regions: Martin/St. Lucie (800s), Palm Beach (900s), Broward (1000s), Miami-Dade (1100s). There were over 200 groups of manatees sighted in Lee (1800s). --2012: No survey flown. --2013: No survey flown. --2014: No manatees were sighted during the following surveys: 400s, 1600s and 2400s. A "zero" point was entered for these areas to indicate the area was surveyed, but no manatees were sighted. --2015: No manatees were sighted during the following surveys: 300s and 400s. A “zero” point was entered for these areas to indicate the area was surveyed, but no manatees were sighted. --2016: No manatees were sighted during the following surveys: 300s and 400s. A “zero” point was entered for these areas to indicate the area was surveyed, but no manatees were sighted. Monroe Everglades (2000s) sightings were recorded using a GPS unit, not a paper map. Sightings that plotted on land were moved to the nearest waterbody on the right side of the plane. Sightings that occurred when the plane was circling based on the trackline were moved to the center of the circle. Otherwise, sightings were kept where the plane was at the time of the sighting. --2017: No manatees were sighted during the following survey: 400s. A "zero" point was entered for this area to indicate the area was surveyed, but no manatees were sighted. --2018: No manatees were sighted during the following surveys: 300s and 600s. A “zero” point was entered for these areas to indicate the area was surveyed, but no manatees were sighted. The 800s and the northern section of the 900s were surveyed by ground rather than plane due to weather conditions. -–2019: No manatees were sighted during the following surveys: 400s and 600s. A “zero” point was entered for these areas to indicate the area was surveyed, but no manatees were sighted. Ground surveys were used for Warm Mineral Springs sightings (1500s) instead of the 1600s plane survey. Part of the 300s survey was flown on 29 January 2019, but no manatees were sighted.

Only manatee sightings are included. Data set is complete for all years flown. --Wakulla was surveyed intermittently from 1995 to 2008. This area has been surveyed consistently since the 2009 survey. --2010: Brevard County was surveyed using the FPL distribution survey flight path, not the proposed synoptic survey flight path. Silver Glen Springs and Salt Spring were surveyed for the first time this synoptic survey and will continue to be covered in future surveys. --2011: DeLeon Spring was surveyed for the first time this synoptic survey and will continue to be covered in future surveys. --2014: The Braden River was not covered by the Tampa Bay synoptic flight. Welaka Spring was surveyed for the first time this synoptic survey and will continue to be covered in future surveys. --2015: For Brevard County, the northern section of Indian River and Mosquito Lagoon were surveyed for the first time since the 2011 synoptic survey. --2016: DeLeon Spring was not surveyed. --2017: DeLeon Spring was not surveyed. Bugg Spring was surveyed for the first time, and was added to the list of aggregation sites. A section of the Northeast survey was not flown due to low light conditions. --2018: DeLeon Spring and Bugg Spring were not surveyed. In the Northeast survey, the ICW section was not surveyed and the St. Johns River section was partially surveyed due to weather conditions. In Sarasota County, some segments of the flight path were not flown because of air traffic around Sarasota-Bradenton International Airport. -–2019: Bugg Spring was not surveyed. Silver River was surveyed for the first time. It was added to the list of aggregation sites and assigned series 2700. The 400s, 800s, 900s, 1000s, 1100s, and 1700s were partially surveyed due to aircraft time or air traffic constraints and/or weather conditions.

After the survey, sightings are assigned a unique ID number and data are digitized as points into a GIS shapefile. The location of the point and the attribute information are verified after digitization. If the region was flown and no animals were sighted, a point is digitized on land within the region, and the point is assigned the series number with no animals sighted (for example, if no animals were sighted in Brevard County, the LOC_ID would be 700 and the number of adults and calves would be zero).
