<idPurp>The ESI data were collected, mapped, and digitized to provide environmental data for oil spill planning and response. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources. The ESI data provide sensitive areas data for oil spill planning and response and other environmental management and natural resource purposes. These data also support other related state and federal regulatory requirements for oil spill prevention, planning, response, and restoration.
This ESI database was produced by FWRI staff by combining the ESI data from the NW Peninsula, SW Peninsula, Panhandle, South and East Florida ESI databases. This statewide ESI dataset includes five merged datasets, each representing a different region of Florida. The Panhandle data was created in 2024, followed by the South Florida dataset in 2013. The Southwest Peninsular dataset dates back to 2016, and the Northwest Peninsular data was created in 2017. The East Florida dataset was finalized in 2020. This dataset contains only the polygons intersecting the ESI index for performance enhancement for online applications. Abundance, seasonality, status, life history, and source information are stored in relational data tables designed to be used in conjunction with this spatial data layer. This data set comprises a portion of the ESI data for Florida. ESI data characterize the marine and coastal environments and wildlife by their sensitivity to spilled oil. The ESI data include information for three main components: shoreline habitats, sensitive biological resources, and human-use resources. Environmental Sensitivity Index (ESI) is more properly known as 'Sensitivity of Coastal Habitats and Wildlife to Spilled Oil' Atlases. The term 'ESI' is often used in reference to the whole dataset, but the term 'ESI' is really a reference to the classification system of shoreline types known as Environmental Sensitivity Index, that classifies a shoreline on a scale from 1 to 10 based upon overall sensitivity to spilled oil. <statement>PROCESS STEPS IN MAPJOINING NEW AND OLD ESI INTO A COMPOSITE STATEWIDE ESI DATASET: Tools Used: ArcGIS Pro Advanced License.
1. Data gathering and QA/QC:This statewide ESI dataset includes five merged datasets, each representing a different region of Florida. The Panhandle data was created in 2024, followed by the South Florida dataset in 2013. The Southwest Peninsular dataset dates back to 2016, and the Northwest Peninsular data was created in 2017. The East Florida dataset, which was finalized in 2020.
All biological data sets were region polygon data within file geodatabase Feature Classes and ancillary fGDB tables. 2. Schema validation: Differences across datasets were noted. The overall schema from 2020 ESI (for East Florida) was used to create the final composite ESI file geodatabase schema design, though some modifications were made to this schema to accommodate concatenation and longer field character limits as mentioned below. 3. Align RARNUMS to be unique to each dataset by year produced (2012, 2013) or assigned atlas number for the more recent data. This required schema change to increase RARNUM field length to accommodate a larger integer field. 4. Compare SPECIES tables across datasets, eliminate duplicates, merge into composite SPECIES table. Validate species scientific name is current across all species. Several were noted to be using "older" species scientific name. These were corrected in the final composite SPECIES table. 5. Compare STATUS table across datasets, eliminate duplicates, merge into composite STATUS table, establish relate to SPECIES table and then validate T/E/C status across all of the T/E/C species as compared to T/E species list prepared by FWC in 2024. It should be noted that there are significant differences between the current STATUS table and prior ESI data versus later editions of the STATUS table. These differences have been reconciled. 6. File Geodatabases were created and prepared, one for each source edition of ESI geodata, and one for the final composite ESI. Some key fields were modified in order to be unique across atlases. These were modified in all tables they were present in by concatenating the atlas number or year created to the key fields: RARNUM, SPECIES_ID, EL_SPE, SOURCE_ID, EL_SPE_SEA. These tables were merged to include data from all years and the STATUS table was reconciled as noted above.
8. Using the "Erase Features" tool in XTools Pro and the "Study Area" polygons of the 2012 Panhandle Florida ESI and 2013 South Florida ESI geodata, the areas of the statewide 2003 ESI geodata were systematically erased to prepare that data for merging with the newer geodata. The result was a fGDB of ESI geodata for the areas of Florida NOT updated in either the Panhandle or South Florida updates performed from 2010 to 2013 that additionally had the table and attribute modifications needed in order for the data to be smoothly mapjoined with all of the newer ESI data. 9. In cases of overlap, only the most recent ESI data were used. There were two cases where older data were included, the listed Sanibel Rice rat was appended to the terrestrial mammals dataset as there was not a terrestrial mammals dataset in SW Peninsula in 2016, and the St. Johns river fish from 2003 were included as the St Johns river ESI has not been redone since then.
10. QA and QC were then performed extensively using as series of Joins, Relates, and Queries, validating the soundness and completeness of the overall dataset.

The ESI statewide dataset has combined the most used fields from these tables into one "BIOGWIS" table.
