<procdesc>Staff compiled all point locations of Bears from the FWC geospatial databases and from external sources. All data sources contained, at minimum, the date and location information (e.g., geographic coordinates, site descriptions) of the Bear observation. These sources included Bear location data collected by the FWC’s Bear management and research program staff, opportunistic Bear observations collected by staff from the FWC and other land management agencies, and Bear sightings submitted by the public to an online FWC database. Data were compiled from a 10-year span 2009-2018. The number of Bear locations available was 57,858. After subsampling, the final dataset contained 37,668 Bear locations.
Staff then developed a detailed range map that contained multiple levels of Bear occurrence to reveal the structure of Bear distribution within the range. First, staff used a kernel density estimator (KDE) to produce two isopleths (percentages of the volume across the density surface) to demarcate finer-scale concentrations of Bear locations. We then used a concave hull model to encompass a course-scale range boundary.
Next, staff computed each KDE (quartic kernel) using the Spatial Analyst kernel density tool within ArcMap 10.5.1 (ESRI, Redlands, CA). Staff used the number of Bear locations as the Population field, a cell size of 200 m, and the default rule-of-thumb bandwidth estimator (21.0 km for 2018 and 19.8 km for 2008). Using R-programming language (R Program Language 3.5.3) with the package ‘SpatialEco’ (ver. 1.1-1), we converted the KDE raster output to 90% and 97.5% isopleth polygons. Staff then created the concave hull polygon using the XTools Pro (v. 18) ArcMap extension. Before creating the hull, staff first removed outlier Bear locations. Staff defined the outliers by first selecting locations outside of a computed 99% KDE isopleth; we then calculated the mean distance of these locations to the isopleth exterior and removed locations &gt; the mean + 1 standard deviation distance. We used all remaining locations in the hull tool with the following parameters: no holes allowed (potential empty spaces in polygon hulls) and a level of detail of 50%. The resultant angular polygon was smoothed with a Bezier Interpolation algorithm using an ArcMap Cartography tool.
Final polygon layers (isopleths and hulls) were constrained to a detailed coastline of Florida and were categorized into four classes based on frequency of Bear occurrence: Frequent, Common, Occasional, and Rare. We defined the 90% and 97.5% KDE isopleths as Frequent and Common levels of Bear occurrence, respectively. We defined the area enclosed by the concave hull and outside the 97.5% KDE isopleth as Occasional range. We defined the remaining area of Florida not included in model polygons as Rare range, which contained isolated (outlier) Bear occurrences.

<stepDesc>Staff compiled all point locations of Bears from the FWC geospatial databases and from external sources. All data sources contained, at minimum, the date and location information (e.g., geographic coordinates, site descriptions) of the Bear observation. These sources included Bear location data collected by the FWC’s Bear management and research program staff, opportunistic Bear observations collected by staff from the FWC and other land management agencies, and Bear sightings submitted by the public to an online FWC database. Data were compiled from a 10-year span 2009-2018. The number of Bear locations available was 57,858. After subsampling, the final dataset contained 37,668 Bear locations. Staff then developed a detailed range map that contained multiple levels of Bear occurrence to reveal the structure of Bear distribution within the range. First, staff used a kernel density estimator (KDE) to produce two isopleths (percentages of the volume across the density surface) to demarcate finer-scale concentrations of Bear locations. We then used a concave hull model to encompass a course-scale range boundary. Next, staff computed each KDE (quartic kernel) using the Spatial Analyst kernel density tool within ArcMap 10.5.1 (ESRI, Redlands, CA). Staff used the number of Bear locations as the Population field, a cell size of 200 m, and the default rule-of-thumb bandwidth estimator (21.0 km for 2018 and 19.8 km for 2008). Using R-programming language (R Program Language 3.5.3) with the package ‘SpatialEco’ (ver. 1.1-1), we converted the KDE raster output to 90% and 97.5% isopleth polygons. Staff then created the concave hull polygon using the XTools Pro (v. 18) ArcMap extension. Before creating the hull, staff first removed outlier Bear locations. Staff defined the outliers by first selecting locations outside of a computed 99% KDE isopleth; we then calculated the mean distance of these locations to the isopleth exterior and removed locations &gt; the mean + 1 standard deviation distance. We used all remaining locations in the hull tool with the following parameters: no holes allowed (potential empty spaces in polygon hulls) and a level of detail of 50%. The resultant angular polygon was smoothed with a Bezier Interpolation algorithm using an ArcMap Cartography tool. Final polygon layers (isopleths and hulls) were constrained to a detailed coastline of Florida and were categorized into four classes based on frequency of Bear occurrence: Frequent, Common, Occasional, and Rare. We defined the 90% and 97.5% KDE isopleths as Frequent and Common levels of Bear occurrence, respectively. We defined the area enclosed by the concave hull and outside the 97.5% KDE isopleth as Occasional range. We defined the remaining area of Florida not included in model polygons as Rare range, which contained isolated (outlier) Bear occurrences.</stepDesc>
